Western Health Advantage Group Health Insurance for Northern California Employers

Western Health Advantage (WHA) is a nonprofit HMO headquartered in Sacramento. It was founded in 1996 by local doctors and hospitals, including Dignity Health and NorthBay Health, and today covers more than 100,000 members through employer groups, individual plans and Medicare retiree coverage. For employers in the Sacramento region and the North Bay, it is one of the regional plans worth pricing next to the big statewide carriers.

What WHA offers employers

• Small group HMO plans at Platinum, Gold, Silver and Bronze metal levels, including an HSA-qualified Silver HDHP, plus large group coverage.
• An HMO network of more than 3,000 doctors and specialists through medical groups that include Hill Physicians, Mercy Medical Group, Woodland Clinic, Meritage Medical Network, NorthBay Health and Providence Medical Network.
• Children’s dental coverage built into every WHA plan sold through Covered California for Small Business, at no extra cost.

Where it is available

WHA serves 10 Northern California counties: Sacramento, Yolo, El Dorado, Placer, Colusa, Solano, Napa, Sonoma, Marin and Humboldt. Coverage in Colusa, El Dorado and Placer counties covers only part of each county, and eligibility is set by ZIP code, so we check every employee’s ZIP before we quote.

Where you can buy it

WHA small group plans are sold directly, through Covered California for Small Business (where groups under 25 full-time employees may qualify for a tax credit), and through the CalChoice private exchange, where employees can choose WHA while coworkers choose another carrier. We quote all three routes.

The honest caveats

WHA is an HMO, so care runs through a chosen primary care doctor and medical group, with referrals for most specialists and no out-of-network coverage except emergencies. It is a regional plan and a poor fit for employers with staff outside its 10 counties. Network and plan availability are confirmed at quote.

What we tell employers

For Sacramento, Solano and North Bay groups, WHA belongs in the quote alongside Kaiser Permanente, Blue Shield of California, Anthem Blue Cross, Health Net and Sutter Health Plan. Groups whose employees already see Hill Physicians, Mercy or NorthBay doctors often find it a natural fit.
