Sutter Health Plan Group Health Insurance for Northern California Employers
![]()
Sutter Health Plan (formerly Sutter Health Plus) is the HMO of Sutter Health, the nonprofit health system behind many of the hospitals and medical groups in Greater Sacramento, the Bay Area and the Central Valley. It sells coverage to employers of all sizes, and in the California small group market it is one of the larger regional carriers. If your team lives near Sutter doctors and hospitals and is comfortable with an HMO, it deserves a spot on your quote.
What Sutter Health Plan offers employers
- Small group HMO plans at Platinum, Gold, Silver and Bronze metal levels, with large group coverage quoted separately.
- HSA-compatible high deductible HMO plans at the Gold, Silver and Bronze levels.
- Two plan lineups, standard and Plus, in every rating region, so there is more than one price point at each metal level.
- Virtual care, Sutter Walk-In Care in the Greater Sacramento area, pharmacy benefits through CVS Caremark and behavioral health through Carelon Behavioral Health of California.
Where it is available
Sutter Health Plan’s October 2026 small group rate guide lists these counties: Sacramento, Yolo, San Francisco, San Mateo, Alameda, Contra Costa, Santa Cruz, San Joaquin and Stanislaus, plus parts of Santa Clara, Solano, Sonoma, Amador, Nevada, Sutter and Yuba. In the partial counties only some ZIP codes are licensed. Sutter’s underwriting rules require eligible employees and dependents to live or work inside its licensed service area to enroll, so a group with staff elsewhere in California will usually need a second carrier or a different plan.
Where you can buy it
Small groups can buy Sutter Health Plan directly or through the CalChoice private exchange, where an employee can pick Sutter while coworkers pick another carrier. Sutter is not one of the carriers on Covered California for Small Business, so groups that want the small business tax credit would need a carrier sold there. We quote both routes and show you which fits.
The honest caveats
Sutter Health Plan is an HMO, so employees choose a primary care doctor and need referrals for most specialist care, and there is no out-of-network coverage except emergencies. It is a Northern California plan only. Network, plan and ZIP code availability are confirmed at quote.
What we tell employers
For Sacramento and Bay Area groups whose employees already use Sutter doctors, Sutter Health Plan belongs in the quote alongside Kaiser Permanente, Blue Shield of California, Anthem Blue Cross, Health Net and Western Health Advantage. It is often worth comparing against Kaiser in particular, since both are integrated HMO options built around their own systems.
