Kaiser Permanente Group Health Insurance for California Employers

Kaiser Permanente is the largest group health carrier in California by enrollment and the one carrier on this page that owns its own hospitals and employs its own physicians. Coverage and care are the same organization, which is why its pricing and its trade-offs both look different from every other carrier.

What Kaiser sells to California employers

  • Small group plans (1-100 employees): HMO plans across metal tiers, including HSA-qualified deductible HMO options.
  • Large group plans (101+): HMO and multi-state options for employers with staff outside California.
  • Participation in Covered California for Small Business (CCSB) alongside its direct small group portfolio.

The integrated-model trade-off

Employees on a Kaiser plan use Kaiser facilities and Kaiser doctors except for emergencies. If your team already uses and likes Kaiser, satisfaction tends to be high and premiums are often below PPO carriers for comparable benefits. If key employees have established non-Kaiser doctors, they lose them – this single fact decides most Kaiser conversations. Kaiser is regulated by the DMHC.

Service area

Kaiser does not cover the whole state. Its service area covers most major population centers in Northern and Southern California, but not every county. We check every employee ZIP code against the current service area before recommending it.

What we tell employers

The most common winning setup we place is dual option: Kaiser for the employees who want it, paired with a PPO carrier like Anthem or Blue Shield for those who do not. Most California carriers allow side-by-side offerings, and it usually resolves the deadlock where half the staff loves Kaiser and half refuses it.
